This php command line utility will scan 
http://www.utd.uscourts.gov/reports/media/ for new files.  A basic status 
report will be given for each new file discovered at the web site.  
Tracking information is kept in a plain text file.  If you have pdftotext 
and wget, it will fetch pdf's and scan them for keywords.
